On National Step in a Puddle and Splash Your Friends Day, particular criteria must be present to celebrate. On January 11th, unless the ideal conditions prevail, some areas of the country may have to create them. So, can we really? Well, yes, the name of the day says you can! Life is short….let’s have fun!
