The JCC of Youngstown will hold a “noon” year’s eve party from 11:30am-4:00pm December 31 at the JCC’s Winter Campus, 505 Gypsy Lane. The countdown to the new year will be at noon for kids who can’t stay up until midnight. Participants will celebrate with noise makers, refreshments, and more. The event is free for
